two teams that come to mind that usually play smothering perimeter defense are: Texas and Louisville. And there is a strong correlation between their defensive ratings and their 3 point percentage defense.
I have to disagree with KenPom's blog. I see his point but I believe that closing out on shooters is a lost art. There is certainly a way to make an opponent's 3 point percentage plummet: make them work harder for shots and be close to them with hands up high when the shot goes up. It helps to have a little size on the perimeter but it is more about mindset.
