I posted this on 'fans, but realized I should have put it here...where the sophisticates reside.
I currently have Time Warner Cable internet, and it sucks. I have been having trouble with it for months and I am fed up. It's hit or miss if it's connected at any given time and this is after having technicians come out on more than one occasion. I want to switch.
However, my location in Dallas is apprently in a black hole that very few providers want to operate in. Verizon, Grande, Cox, CenturyLink, and Comcast won't work. As far as I can tell, only AT&T and Time Warner offer service. Who else am I not thinking of?
And I need to have pretty fast internet (around 30mbps) so things like Clear or cellular-based deals won't cut it. My wife and I work a lot from home, and we download large files and work in shared file rooms, and use VPNs, etc.
In Houston my choices are basically Comcast and AT&T Uverse.
You may want to be 100% sure it's a Time Warner issue before you go through the effort of switching. I was having trouble recently but I narrowed it down to my wireless router when internet worked when I was plugged directly into the modem. Did a firmware update on the wireless, reinstalled and haven't had any issues... so far haha.
Just be cautioned that the grass isn't necessarily always greener on the other side of the fence. In my expericent cable Internet is *usually* the fastest and most reliable option. But I'm not a tech expert so that's just my understanding.
In the last year I haven't been as worked up/frustrated/angry as the Internet going out for no reason and baseball choking vs Arkansas...

I've had Uverse for 3+ years, and it's really good. i work from home, occassionally, and operating through a VPN isn't an issue at all. you're only limited by the quality of the VPN you connect through.
if you can get AT&T Uverse, then you'll be much happier with it than you are with Time Warner.
Only go to AT&T for uVerse. DSL sucks, and I switched to TWc because uVerse and Fios were not available.
Having said that, also check your wireless things. If you are defaulted out there may be a signal mismatch because of so many hot spots in your area. Go with an Apple Airport Exteme or other high end modem and you may get better luck
